Hong Kong Food and Health Bureau and Leading Private Health Providers Visit Bupa Guangzhou Integrated Medical Centre
Bupa is keen to play an active role in the Greater Bay Area

A delegation of the Food and Health Bureau of the Hong Kong Government and leading private health providers visited Bupa Guangzhou Integrated Medical Centre.
Headed by Professor Sophia Chan, Secretary for Food and Health of the Hong Kong government, the delegation comprises around 100 members including senior officials from the Hong Kong government, senior executives of leading private healthcare providers, healthcare professionals and training bodies in Hong Kong.
Elaine Chu, General Manager of Quality HealthCare Medical Services (QHMS), Bupa’s health provision business in Hong Kong, said:” We are very passionate about the Greater Bay Area initiative. As an early mover, we are very honored to showcase our medical centre to the delegation.
The ever closer economic and commercial tie within the bay area creates lots of potential for both sides’ collaboration on healthcare services. We are very keen to leverage on Bupa’s strong presence in Hong Kong to contribute to the industry’s development in the region.”
As an international leading health and care group, Bupa provides primary care services in Hong Kong through QHMS, which is one of Hong Kong’s largest private clinic networks. Bupa has also been a health insurance specialist in Hong Kong since 1976.
In August 2017, Bupa launched its first wholly owned integrated medical centre in Guangzhou enabled through CEPA1, expanding its footprint into the healthcare provision sector in mainland China.
This investment was preluded by the signing of a tri-party framework agreement on the Great Bay Area Initiative2, under which the central government, Guangdong, Hong Kong and Macau will join effort to build a world-class city cluster across the region.
In the healthcare sector, the introduction of private capital and the development of high-end healthcare services in Guangdong has been defined as one of the priorities.
China’s central government is now mulling over a national outline on the development of the Greater Bay Area which is expected to be released very soon to guide the investment and implementation in the region.

Both Ms. Chu and Dr. Chow have been invited to join the delegation.
1 CEPA is short for The Closer Economic Partnership Arrangement. It is an economic agreement between the Government of the Hong Kong Special Administrative Region and the Central People’s Government of China signed on 29 June 2003. Regular supplements have been signed between the Mainland and Hong Kong government, with the most recent supplement signed on 28 June 2017. Under CEPA, qualifying products, companies and residents of Hong Kong enjoy preferential access to the mainland Chinese market.
