Bupa CarePro/Care Kid migration to Bupa MyFlexi VHIS Plan

The government has fully implemented the Voluntary Health Insurance Scheme (VHIS) since April 2019 to strengthen the benefit levels for medical insurance products. According to the VHIS office, the number of Certified Plan policies issued totalled more than 500,000 in the first year of the scheme. This shows that VHIS is well received by the public.


If you're currently a member of a Bupa CarePro or Bupa Care Kid Health Insurance Scheme ("Bupa CarePro/Care Kid"), you now have the opportunity to migrate to Bupa MyFlexi VHIS Plan ("Bupa MyFlexi") without underwriting during policy renewal (see remark 1). This migration arrangement is offered to comply with the requirements of the VHIS Code of Practice. While migrating to an enhanced product provides greater flexibility, there are also conditions for migration without underwriting. Please refer to the "Confirmation of Migration" in the Migrated-related forms section for details.


Once your migration is successful, you can enjoy seamless protection and enhanced coverage under Bupa MyFlexi immediately from the contract anniversary date of your Bupa CarePro/Care Kid scheme.



Benefits of migration

The coverage for Bupa CarePro/Care Kid and Bupa MyFlexi are different. You should read the full product details and policy terms of Bupa MyFlexi before deciding to migrate. For your easy reference, we've highlighted some features below that you can enjoy after migration to Bupa MyFlexi.

Tax deduction
You can claim a tax deduction on qualifying premiums paid for Bupa MyFlexi up to a limit of HK$8,000 per insured person each year (see remark 2).

If you migrate to a Bupa MyFlexi plan at the equivalent room level as your current Bupa CarePro/Care Kid scheme, no underwriting is required (see remark 3). You can find your equivalent Bupa MyFlexi plan in the Coverage comparison section below.

Higher benefit limits
With Bupa MyFlexi, most benefit items under Hospital and Surgical Benefit provide a higher amount of coverage than Bupa CarePro/Care Kid. There's also no annual or lifetime benefit limit at any age.

Coverage under Push the Limit Benefit
If your Bupa CarePro/Care Kid scheme includes Full Cover Benefit, Supplementary Major Medical Benefit or Clinical Benefit, you can migrate to Bupa MyFlexi with Push the Limit Benefit without underwriting. This optional benefit combines Full Cover and Supplementary Major Medical Benefits to provide enhanced medical protection in both network and non-network settings. You can also continue to enjoy cashless treatment with a new medical card.

Coverage for unknown pre-existing conditions
As a VHIS plan, Bupa MyFlexi provides coverage for unknown pre-existing conditions and congenital conditions (see remark 4) subject to a waiting period of up to 4 years. As a migration arrangement for Bupa CarePro/Care Kid customers, we’ll count the waiting period starting from the Coverage Commencement Date of your Bupa CarePro/Care Kid contract. After migration, you'll receive an endorsement attached to your Bupa MyFlexi welcome pack with the details.

You'll continue to receive any no claim renewal discount and child discount (applicable to child member(s) with parent(s) enrolled together) that you currently enjoy after migration to Bupa MyFlexi, subject to the eligibility criteria under Bupa MyFlexi (see remark 5, 6).

You'll continue to benefit from all our existing Bupa member privileges and services. This includes our Health Coaching Services (see remark 7), offering 24-hour Healthline, Second Medical Opinion, Healthcare Centre Choices, a Care Manager and more. You'll also have access to our digital solutions: myBupa, our online customer service portal for claims and policy administration; and Bupa4Life, our wellness app where you can set health goals and earn rewards for your progress.

Exclusions
Both Bupa CarePro/Care Kid and Bupa MyFlexi have their own general policy exclusions which apply to all policy holders in the scheme. A member may also be subject to one or more specific exclusions due to his/her own medical conditions when joining Bupa CarePro/Care Kid. If your scheme has specific exclusions, they will be carried forward to the migrated policy (Bupa MyFlexi) without any changes. Lower benefit conditions
Some medical conditions may be subject to lower benefit conditions if you’ve previously upgraded or added benefits under Bupa CarePro/Care Kid. After migration, these lower benefit conditions will continue to apply to the specified health conditions. Please refer to the Supplement – Layered Benefits attached to your new Bupa MyFlexi plan after migration for details.

Points to note before migration

Before you change your existing scheme to Bupa MyFlexi VHIS Plan, think about:

  • Benefits and coverage offered
  • Premium and discounts
  • Differences in policy terms including definitions, benefit provisions and general exclusions
  • Availability of tax deduction
  • Use of cashless treatment and network coverage
  • Underwriting may be required for migration with a room level upgrade (see Question 6 below) or to add some enhanced or optional benefits


How do I proceed with migration?

You'll receive a migration letter together with your renewal pack around 1.5 months before your contract anniversary date . If you confirm to migrate to the equivalent Bupa MyFlexi VHIS Plan without underwriting, please complete and return the Confirmation of Migration and Credit Card Authorisation Form to Bupa at least 3 weeks before your contract anniversary date. We'll arrange and proceed with your migration accordingly.



However, if you'd like to change your plan level or benefits during migration, underwriting will be required. You'll need to contact your health management consultant for details.

Let's take Bupa member Mr. Chan as an example. At age 40, he had a cholecystectomy at one of Bupa's designated private hospitals. He got pre-authorisation to enjoy full cover and cashless treatment. Here’s how his total medical expenses of HK$262,000 would be paid under Bupa CarePro with Full Cover Benefit at ward level vs Bupa MyFlexi with Push the Limit Benefit (Standard Plus).

With Bupa MyFlexi, most of Mr. Chan's medical expenses are covered and he just needs to pay HK$400 himself.

In terms of premiums, Mr. Chan would pay HK$4,347 per year for Bupa CarePro with Full Cover Benefit at ward level. His premiums would be slightly higher for Bupa MyFlexi with Push the Limit (Standard Plus) at HK$6,860 per year (see remark 8). However, he can claim a tax deduction on up to HK$8,000 of his VHIS plan premium expenses each year.

  1. How many individual schemes can I buy from Bupa? If I migrate my Bupa CarePro or Care Kid scheme to Bupa MyFlexi VHIS Plan, can I buy another Bupa VHIS plan or other Bupa scheme later?
    There's no limit on the number of plans you can purchase as a policy holder for your family members. In general, you can also be covered as an insured person by more than 1 individual policy, as long as the plans are different. However, some restrictions may apply to certain Bupa products.

  2. Will the exclusions and/or loading that apply to an existing scheme be carried over to my new VHIS plan? 
    Yes, the medical conditions which are excluded and/or covered with an extra premium under your existing policy will remain the same after the transfer.

  3. How will the waiting period for unknown pre-existing conditions be counted after migration?
    For VHIS plans, the waiting period and reimbursement percentage for unknown pre-existing conditions are as follows:
    First policy year: no coverage
    Second policy year: 25% reimbursement
    Third policy year: 50% reimbursement
    Fourth policy year onwards: 100% reimbursement

    When you transfer from Bupa CarePro/Care Kid to Bupa MyFlexi, we’ll count the waiting period above based on the coverage commencement date of your existing scheme.

    For example, you purchased Bupa CarePro in September 2019. During renewal in September 2021, you switch to Bupa MyFlexi VHIS Plan. Claim reimbursement related to unknown pre-existing conditions will be counted from the third policy year. That means you’ll be reimbursed at least 50% of the benefit limit. 

    Details will be set out in the endorsement(s) attached to your MyFlexi policy after migration.

  4. What tax deduction can I receive after migration?
    You can purchase a VHIS certified plan for yourself or your family members and claim a tax deduction on the qualifying premiums paid. Each policy holder can claim a tax deduction on qualifying premiums up to HK$8,000 per insured person each year (excluding premium levy). There's no limit on the number of insured persons and/or policies claimed. For more details, please visit our website.

  5. I enrolled in Bupa CarePro when I was 59 years old. If I migrate my policy to Bupa MyFlexi at age 60, do I need to pay the overage premium (applicable to new insured persons joining at age 60 or above) under the VHIS plan?
    No. Your premium will be based on the date your Bupa CarePro plan started. In this case, you joined before age 60 and there's no underwriting required for migration. So, you only need to pay the renewal premium shown in the Standard Premium Schedule of the Bupa MyFlexi VHIS plan under "For Insured Persons from Age 0 to 59 years at Policy commencement".

    However, if you enrolled in Bupa CarePro at age 61 and migrated after that, you would need to pay the renewal premium under "For Insured Persons from Age 60 to 69 years at Policy commencement". 

  6. Can I migrate to Bupa MyFlexi VHIS Plan and also upgrade my room level?
    Yes, you can. However, all applications are subject to medical underwriting.
    If migration is allowed after underwriting, benefits paid for any Previous Conditions (see remark 9) will be subject to the lower benefit conditions shown in the Supplement – Layered Benefits attached to your Bupa MyFlexi policy.

  7. Can I migrate from Bupa CarePro / Care Kid to another Bupa plan?
    No. This offer is only available for existing Bupa CarePro and Care Kid members to migrate to Bupa MyFlexi VHIS Plan.

  1. For Bupa CarePro and Bupa Care Kid, the contract anniversary date must be 1 Aug 2021 or later and the policy must be in force at the time of migration. All migration arrangements will be subject to Bupa's prevailing policies at the time of transfer. Migration is only available for Bupa CarePro and Bupa Care Kid members.
  2. Any Hong Kong taxpayer who has purchased an eligible health insurance plan (certified by the Food and Health Bureau as VHIS) can claim a tax deduction on qualifying premiums up to HK$8,000 per insured person each year. These persons must be included in the list of "specified relatives" in Inland Revenue Ordinance (Cap. 112). You can claim the deduction in the same tax year when the premium was paid. The deduction is available for the certified plans, but not any other optional benefits, with policy effective date of 1 April 2019 or later. There is no limit on the number of insured persons and/or policies claimed by each taxpayer. Policies purchased for a domestic partner, grandchild(ren) or domestic partner's parents/children are not eligible for tax deduction.   3. If you want to change your plan level or benefits when you migrate to MyFlexi, underwriting will be required. Please contact your health management consultant for details.
  4. Eligible expenses arising from pre-existing conditions that the insured person wasn't aware of, as well as congenital conditions with symptoms appearing or diagnosed after age 8, are subject to the following waiting period (counted from the Bupa CarePro/Care Kid coverage commencement date) and reimbursement percentage:
    a. First policy year: no coverage;
    b. Second policy year: 25% reimbursement;
    c. Third policy year: 50% reimbursement;
    d. Fourth policy year onwards: full coverage.
  5. Upon renewal, the no claim renewal discount will be applied to the premium of the Bupa MyFlexi basic benefits and enhanced benefits only (inclusive of premium loading), but not Push the Limit and other optional benefits, if no claim was paid during the specified period. The consecutive no claim contract years under Bupa CarePro/Care Kid will also be counted.
  6. Child discount will be applied to the premium of the MyFlexi basic benefits and enhanced benefits only (inclusive of premium loading), but not Push the Limit and other optional benefits. Child discount will be valid as long as one or two parent(s) of the insured child is/are also covered under a Bupa MyFlexi VHIS plan. If the eligibility requirements for child discount cannot be met, Bupa has the right to ask the policy holder to repay the difference in premiums.
  7. The availability of these services is dependent on plan level. Please refer to the Summary of Benefits for details.
  8. Premiums shown do not include any promotional offers or discounts which may be available.
  9. Previous Condition means all medical conditions(s) that were directly or indirectly caused by or resulting from any disability that began in the period between the commencement date of your existing plan and the Policy Effective Date of a VHIS Flexi Plan.
