How Does the Government’s Voluntary Health Insurance Scheme (VHIS) Differ from Traditional Medical Insurance?

The Voluntary Health Insurance Scheme (VHIS) comprises individual indemnity hospital insurance plans that are certified by the Health Bureau to meet the scheme’s prescribed minimum requirements. VHIS offers two plan categories—Standard Plans and Flexi Plans—both of which qualify for tax deductions under the Inland Revenue Department’s guidelines.

Across different providers, VHIS plans may offer varying benefit limits and coverage scopes. All certified VHIS plans provide guaranteed renewal up to age 100, and include coverage for unknown preexisting conditions* subject to scheme rules. Policyholders are also entitled to a 21day cooling-off period, during which they may cancel their policy and receive a full refund of premiums paid.

Many working individuals rely primarily on employer-provided group medical insurance. However, typical corporate medical benefits often cover only basic inpatient or medical expenses, which may not be sufficient to meet actual hospitalization costs.
